Since June 2017, Dr O.P. Agarwal has been the country director of the World Resources Institute in India and is also the Chief Executive Officer of WRI (India). Prior to this, from 2009 to 2016, he was the World Bank’s Urban Transport Adviser located in its headquarter in in Washington DC.
Dr Agarwal was a member of the IAS from 1979 to 2007. He has worked extensively in Assam as well as in different central government ministries in Delhi. He has been Secretary (Power and Industries) in Assam, Secretary (Transport) in Assam and Joint Secretary in the Ministry of Urban Development, Government of India. He was the principal author of the National Urban Transport Policy for the country, which was adopted in 2006 and has remained the key document guiding urban transport investments since then.
He has written several papers on urban transport policy and governance issues. He has a PhD from the Indian Institute of Technology, Delhi, a Master’s degree in Transportation from the Massachusetts Institute of Technology, and a Bachelor’s degree in Electrical Engineering from the Indian Institute of Technology, Madras.
